What do you mean "higher Caliber." It is not so much one club is better than the other. Each ride at different tracks have different classes.
Pretty soon your head will be so big you're going to have to get a Jack-in-the-box helmet...

Check out the race schedules for both sanctioning bodies. This will figure what kind of travel and race schedule will be involved.
Look into # of competitors/class. Do you want to be on a starting grid of 15-20 bikes or 35-45 bikes in a NOVICE CLASS jaming into turn 1 all at once?
There are other racing organizations out there. There is also WSMC which runs only at Willow Springs and Streets of Willow Springs (ask Poach, that is where he races) I'm kinda liking this one.
There may be others that I am not thinking of either. Start googling everything.
If you are just starting out find an organization that fits you for travel, # of races, comefort ...... I'm sure that they all try to be stand-up organizations.

I might me wrong here, but is WERA larger and organized across parts of the USA. And AFM is California only?

AFM-BW/Infineon/THill. Oldest motorcycle club in the country. Huge grids in the more popular classes(watched a 600SS race w/75 entrants once). Very deep talent pool. You'll get up to speed quickly, or you'll get squashed.
WERA(west)-CaliSpeed/BW/Miller/LV. Probably the largest club in the country. Big in the south and east...not so big in Cali. Grids generally smaller than afm with a wider dispersion of talent. Not a bad choice if you're just gonna pick off a race or two per season.
WSMC-WSIR/SOW. Runs year round(excepting Dec). Extremely professional and well run organization boasting one of the fastest tracks in the country. Grids are medium sized and super deep with talent in most classes. Great choice if you want to run an entire series.
But you might want to try your hand at a track day first...if you haven't already...

Oh yea, that nice old lady at the Chinese restaurant was telling us about this.
She could probably solve your Swallow problem too, but then I would not order chicken there for a month.

So are there different requirements? Or is this differ on experiance.

Each sanctioning body has it's own unique requirements regarding Pro/Expert/Proby Expert/Novice qualifications, tech, bike classifications, flag rules, entry/exit procedures, new racer training, etc...
But from an "experience" point of view...each org provides ample oportunities to pit your skills against comparable racers. From the first race weekend kinda guy...all the way up to the guy with #1 on his plate.

Hey man, asking qustions is how we learn. What really pisses me off is when I just finish my rider's meeting speil and ask if there are any questions, and everybody shake's their head. Then I see the same head shakers out on a hot track who, quite obviously, didn't understand a freakin' thing I said.
I'm not sure there really is a commonality with regard which sanctioning body a rider chooses. But there are certain factors that might affect one's decision.
-expense
-distance from the different tracks
-familiarity with these tracks
-purse money
-contingency support
-the ability to make a life long career out of sand bagging the novice classes
-where your buddies(and their invaluable support on race day) are racing
-etc, etc...

Thinking about it, but, must purchase bodywork, headlight delete kit, and some other things must happen too. At least the first of next year I'll give it a try.
When is the next track day at wither SOW or WS. I'm itchin' !!! Gonna be HOT there I know but maybe it'll help me loose this 20lbs I'm working on.

I'll be at SOW June 28th...instructing for the Academy. I'll also be at SOW and WSIR on June 29th and June 30th respectively for regular trackdaz and normal staffer duties.
I know it's rough, but some one has to do it.:D
