Gee...I wouldn't want to do anything to offend "Russel". I bet on the weekends, he has TWO cups of de-caff, besides, how is he expected to pick up a prostitute on Blackstone if he can't hear her?....:eek:
Regarding the noise...
There is a law on the books that states, basically, any exhaust modification that results in a louder than stock DB rating is a no-no. That includes ANY vehicle. If you put a Flowmaster on your Chevy, you're a lawbreaker. So what they decided to do is leave it to the discretion of the officer. If Barney Fife feels it is too loud, he can write you up. They realized that if they were to pull all those over who had commited this horrible offense, about half the vehicles would be in violation.
If this "concerned citizen" is so miffed about the noise, then perhaps he can bring her concerns to the Rumble To The Summit and complain to all those criminals who paid $50 to benefit Make-A-Wish. Especially the ones over 60. Then he can talk to those who have had a car not run them over because at least they heard them before NOT seeing them.......

I love the lusty sound of a properly tuned and appropriately ridden motorcycle as much as anyone. But the production of loud noise for its own sake, in the middle of an urban area, will be the death of American motorcycling. Barney Fife does not like to be teased...
We are blessed here in Fresno with vast areas outside of the city where we as motorcyclists can do pretty much whatever we damned well please. Riding politely within the city shouldn't be too much of a burden when absolute freedom is only a few moments away. Ther's nobody here worth impressing anyway.

The complaintant painted with a pretty broad brush. I have run across imports that are not only louder, but better suited for cutting lawns. And "some" Barney Fifes need to check their prejudices at the door.

Yep, they are definitely out in full force. I'm am the recent recipient of a "excessive noise" violation. The sad thing is the motorcycle cops pulled up next to me at the light at Blackstone & El Paso. I noticed them pointing to my exhaust (there in lack of, its Moto GP style) and as soon as the light turned green the lights were on me:mad:. Granted my pipe might be louder than some Harleys, but I use common sense when riding in town or residential areas. From what the officer said, the tuner & muscle car guys are complaining because motorcycles are as loud if not louder, but don't get harassed about their modifications. I think they're just a bunch of whiners! They get harassed because they're stupid enough to be racing down Blackstone when the FPD is out in full force......talk about lack of common sense.

This has been very productive in terms of the number of citations issued and the number of vehicles that have been impounded due to modifications.
Officer Craft: You have a nice Devil exhaust on your bike. How would you like to have your bike confiscated for having that nice exhaust? Would that be right? While it would certainly generate revenue for the state, that doesn't make it right.
On Barney Fife: I don't know the officer they're referring to, but he may be a Barney Fife. I do know that if he's one of those tax collectors sitting on a motorcycle making criminals out of your average guy for exhaust violations, I'd love to see him last one week doing the job that you and Curtis do.

That sucks, I can see the screw for the baffel in your pic. I want mine loud, I almost got ran off the road this morning...

The officer asked me where the baffel was, I pointed to it, he laughed and said thats not a baffel. I told him, I could show him the documentation that states this is a baffel. His reply, was doesn't matter, that's not a baffel get it fixed. The pipe is rated at 125db (with out the baffel). There's nothing like pulling up to some jerk who cut you off and blasting one in his ear.:D

The time your vehicle with be impounded is: DUI per tow authority CVC 22651(h)(1), Racing CVC 22103.5 (30 day hold), Unlicensed/suspended driver CVC 22651(p). "Confiscated", as you so eloquently put, which I guess is synonymous with seizure, is a term used when taking something related to a crime needed for evidence in a further proceeding. NOOOOOOOOO, your exhaust is not evidence. The citation issued is a correctable violation, ie "fix it ticket". Seriously, Mr. Carr you need to get off your soap box regarding traffic officers. If you drive like your suppose to you will never have any contact with them.
On Barney Fife: I don't know the officer they're referring to, but he may be a Barney Fife. I do know that if he's one of those tax collectors sitting on a motorcycle making criminals out of your average guy for exhaust violations, I'd love to see him last one week doing the job that you and Curtis do. I believe he was speaking in regards to LEO in general. At least that is the why I perceived it.

Hmmmm....I saw Barney as a sincere, at times misguided Officer who let the title go to his head in some instances. Guess our perceptions are different?
I quit working in Law Enforcement 15 years ago. Just hope I wasn't seen as such.:eek:

Please excuse my inept characterization of an overzealous Law Enforcement Officer as "Barney Fife". I have the greatest respect for Law Enforcement Officers and did not direct my comments to Law Enforcement Officers in general. "Bumbling fools and poor excuses" in any profession are very common - but very few of them have uniforms, badges, truncheons, mace, and guns to authenticate their authority. The few Law enforcement Officers who do abuse their authority to persecute other motorcyclists, however, are much more visible than your average moron.
I'll shut up now, secure in the knowlege that I'll be hunted down and punished for my opinion by those who "protect and serve".

I believe that any modification made to your bike making it other than stock is simply against the law. He could have wrote you up for that as well as the DB level.
Was it Fresno PD or Highway patrol? Did they really write you up for a noise violation? If so, then I would head down to headquarters and ask them where you can have the pipe tested for sound? I had a few friends up here get written up for loud pipes but when they went to the local CHP, they could not find anyplace to actually measure the offending pipes and they threw it out right there without the court getting involved.

Gee, I hope not. I want to take my stock 4 into 4 pipes off and get a 4into1 on it... Did you mean ditching a muffler and just putting a turn down on it? I don't know much about it, but its my understanding the law is about noise levels in public places not required equipment on the vehicle.

27151. (a) No person shall modify the exhaust system of a motor
vehicle in a manner which will amplify or increase the noise emitted
by the motor of the vehicle so that the vehicle is not in compliance
with the provisions of Section 27150 or exceeds the noise limits
established for the type of vehicle in Article 2.5 (commencing with
Section 27200). No person shall operate a motor vehicle with an
exhaust system so modified.
(b) For the purposes of exhaust systems installed on motor
vehicles with a manufacturer's gross vehicle weight rating of less
than 6,000 pounds, other than motorcycles, a sound level of 95 dbA or
less, when tested in accordance with Society of Automotive Engineers
Standard J1169 May 1998, complies with this section. Motor vehicle
exhaust systems or parts thereof include, but are not limited to,
nonoriginal exhaust equipment.
27150.2. (a) Stations providing referee functions pursuant to
Section 44036 of the Health and Safety Code shall provide for the
testing of vehicular exhaust systems and the issuance of certificates
of compliance only for those vehicles that have received a citation
for a violation of Section 27150 or 27151.
(b) A certificate of compliance for a vehicular exhaust system
shall be issued pursuant to subdivision (a) if the vehicle complies
with Sections 27150 and 27151. Exhaust systems installed on motor
vehicles, OTHER THAN MOTORCYCLES, with a manufacturer's gross vehicle
weight rating of less than 6,000 pounds comply with Sections 27150
and 27151 if they emit no more than 95 dbA when tested in accordance
with Society of Automotive Engineers Standard J1169 May 1998.
